In other cities, these questions don't occur to Lief. But in Panama, a ticket to see a first-run movie in English can cost as little as $2.25. A nice dinner with wine can be less than $10 a person. Cocktails in a nightclub with live music can be $2 or $3 apiece. A taxi from Casco Viejo into downtown Panama City is less than two bucks. We stocked our apartment with the essentials last week...water and soda, eggs and bread, butter and cheese, olives, nuts, ham for sandwiches, the makings for pancakes...four bags of groceries, and got change from a 20 dollar bill.

It's not only Lief's generosity that makes time in Panama pleasant for me...it's that I can afford to hire the kind of help that seems an extravagance elsewhere. A maid twice a week...even daily can be so affordable even Lief wouldn't object. A part-time gardener. A caretaker. A nanny. A modest budget can allow for a full staff of household support.

Electronics are an especially good buy. This is, after all, the hub of the Americas, one of the world's biggest trading posts. Our 15-year-old daughter put in her order before my visit with Lief last week. She was in the market for a new CD/MPIII player. In Paris, the one she wanted was more than 200 euro. Outside her budget. Would I see how much the same thing would be in Panama, she asked? Lief and I visited an electronics shop one afternoon...and found a comparable version of the player Kaitlin had had her eye on in Paris...selling for $65.

And, yes, as we remind you often, real estate can be a steal. A friend last week told us about a 200-square-meter apartment he is buying in one of the city's plush high-rises. He heard of it not through a broker but by word-of-mouth. Price? $150,000.

Back then this was where the gringos and rich Panamanians called home. Since leaving in '95, I have been back twice for vacation, most recently last month. I used to pay 50 cents for a beer in Jimmy's Cafe; it now costs 75 cents. You can get a full meal in Jimmy's or Niko's or any of the other "cafes" for $3 to $4. If you want to splurge go to Napoli's in Obarrio and spend $7 on a great meal. David is even cheaper than Panama City. I spent three nights there during my recent trip and couldn't believe the cost. I bought dinner for three of us that included a couple pitchers of beer for $12. I'll be able to retire in three years time (at 38 years old), and I am reading everything I can find to make my journey to Panama the best possible and to get the best bang for my buck. Thinking of buying a vacation home in a tropical setting? Why not buy a villa and get a whole resort thrown in?

These villas are just behind the main hotel of an upscale resort in a residential setting with swimming pools and beautiful landscaping…and they sell from $65,000. They're fully equipped with appliances, including a washer and dryer, and can be furnished for around $2,000. You'll pay for electricity and a monthly maintenance fee of $106, which covers cable television and all outdoor maintenance, including pools and grounds, security, and water.

When we found this Caribbean gem we were surprised that only a few villa owners are non-Honduran. The manager tells us they haven't advertised outside Honduras--but that they'd like to start doing so. You're now among the first to hear of this place, which offers not only the beach at your front door and the rain forest behind, but amenities, including three pools (and two children's pools), all-inclusive packages for food and beverage, two theaters, a restaurant, snack bar, water park, conference areas, lit tennis courts, facilities for other sports, transportation around the hotel complex by small train, and transportation to La Ceiba, the airport, shopping, and other areas.

Outside the resort, there's plenty to do. La Ceiba is only a taxi ride away; you can shop there in a mall or in the local markets where you'll find anything from apples to zucchini, from Honduran cigars to local art work, from wood carvings to fabric by the yard or by the pound (a friend of mine recently bought 30 yards of high-quality material to make a duvet cover, shams, and curtains for around $60), and much, much more. The adventurous can take eco-tours of the Pico Bonito national park to see jaguars, macaws, and other magnificent creatures in their natural setting or raft the rapids of the Cangrejal River. How about a canopy tour over the forest? A day of golf for $12? Some of the best scuba diving in the world is less than a half-hour away, and deep-sea or bone fishing is close as well.

Part of the appeal of these villas is that you can do as much or as little as you desire and still relax in your own home. When you're not there, your villa is safe and secure, the grounds well-maintained. If you'd like, the hotel will rent your villa for you when you're not in residence through an on-site property manager who handles all aspects of rentals and billing and who takes care of any needed repairs using the hotel cleaning and maintenance staff. Rentals rotate so everyone gets a return; in high season most villas are rented out on average eight nights per month, and owners receive $92 per night. Occupancy rates should increase as the hotel's popularity continues to grow. For instance, in December a group of Canadians is renting half the hotel's rooms for four months!

Owners can also send their own rentals if they choose. Or, if you don't want to rent out your villa, you can send family, friends, or colleagues down for a vacation--just let the management know when guests are coming, and they'll take care of the rest.

Dear International Living Reader,

The easiest way to get ripped off buying real estate in a foreign country is to speak English. Give yourself away as a gringo, and the chances that you'll get a "local deal" evaporate.

You'll be lucky to walk away with all your fingers, toes, and jewelry.

I'm not being cynical. Just realistic. In every market, especially the emerging markets we deal in, there are two markets: the local one...and the one reserved for foreign buyers. It's possible for a foreigner to operate at the local level and to benefit from local pricing if he's well established, if he has local friends, contacts, partners...

However, present yourself, without local introduction, to a real estate agent or a property owner sun-burned and speaking American English, and you might as well wear a sign saying, "Please, take advantage of me."

In Panama last week, my husband Lief Simon and I met with our preferred real estate agent in Panama City, the one we recommend to readers, the one we believe we can trust (after having met many we didn't). It was this agent, Fernan Luiz, who reminded me of what we call the "Gringo Syndrome."

"The real estate agents and developers in Panama City place scouts in all the gringo hang-outs," he told us, "including the big international hotels like the InterContinental and the Bristol. Sit yourself down at the bar in the Bristol hotel one night and begin talking to the guy next to you about your interest in finding a condo in Panama City or a beach lot on the Pacific...and chances are, before you've finished your drink, another guy, a stranger, friendly and helpful, will join the conversation. He'll know all about the best buys. Then, as you're leaving, he'll hand you his business card. You're hooked."

Fernan Luiz's story didn't sound far-fetched to me...because I've experienced what he described, not in Panama City, but in Granada, Nicaragua, where, late one afternoon, I sat down at the bar of one of the restaurants on the main square to have a drink and wait for my husband. A friend passed by, stopped to talk, and asked me how Lief and I were progressing in our search for a house in Granada. We finished our conversation, and my friend waved good-bye. Then a guy who'd been sitting at the opposite end of the bar moved down to sit alongside me and introduced himself. "Couldn't help but overhear your conversation," he told me. "So you're interested in a house here in Granada?"

I didn't say much, but the guy chatted on for 10 minutes, assuring me he knew the market well and the best deals, including one primo house not yet officially for sale...but he could get me in to see it.

"You know, we do a lot of work with International Living," he added finally. "Maybe you've heard of International Living? They're very keen on Nicaragua, Granada in particular. We've been working with them for years."

I'd never met this guy before. Can't today remember his name. But the conversation has stuck with me. Because, had I been someone else, I could easily have been persuaded that my new friend was knowledgeable and trustworthy. Heck, he came with an implied endorsement from International Living. Couldn't be a bad sort, could he? He gave me his card as he left, wrote his cell phone number on the back, and urged me to call him anytime to arrange to see that house he'd told me about. Had the circumstances been different, I probably would have called him...would have seen the encounter as fortuitous and the guy as well-meaning.

The best defense against the Gringo Syndrome is, first, to know it exists. So you can be on guard against it.

I'm not saying you shouldn't speak about your interest in investing in a piece of real estate in the local bars and hang-outs. In fact, I encourage you to do just that. You'll find out about opportunities this way that you might miss otherwise. But use your head. If a stranger came up to you in a bar in your home town and offered to sell you a beachfront lot...would you act without independent research and due diligence? No. You're smarter than that. Somehow, though, relocate the bar somewhere tropical...and what we call "Margarita Madness" can set in. The sun is shining, the palms are swaying, the sand is soft, and the rum and tequila are flowing. Somehow, in this setting, sensible people can do silly things.

The second important defense against the Gringo Syndrome is to be connected locally. Your skin may still be sunburned and your accent may still be American...but if you are introduced around by a local...represented in negotiations by someone who not only speaks the local lingo but knows the local ways as well...you can penetrate the gringo market...and get a real deal. Several dozen schoolchildren, in blue and white uniforms, are walking by my front window on their way to visit the Panama Canal Museum.

I'm sitting in our new Panama office, on the ground floor of the building we bought here in Casco Viejo a year ago. "Building" is kind. We bought a shell. The early 18th-century stone and brick walls and arches stood still...what remained of the front balconies off the second and third floors hung on tenaciously...after some digging we discovered the original well in the courtyard out the back. Otherwise, we didn't buy a piece of real estate so much as the opportunity to recreate a tiny piece of this quarter's history.

A year later, the place is a gem. Three apartments (a three-bedroom on the top floor, a two-bedroom on the middle floor, and a one-bedroom here on the ground floor), plus a front commercial space where we've installed our Panama office team. The stone and brick walls have been re-pointed and left exposed wherever possible. The floors have been laid with hand-painted tiles from Columbia. Every window is shuttered. The spindles on the front balconies have been repaired and replaced, each new one carved by hand. The old well is a feature in the back garden. Every original detail preserved or recreated...and all the conveniences and comforts of 21st-century living added. Dishwashers and DVD players...Direct TV and high-speed wireless Internet. The wood-paneled library attached to the office space is private and quiet. Close the doors and the noises from the street disappear.

I enjoy the street sounds, though. The banter of the schoolchildren on their way into the museum...the bang of the hammers and the whirr of the drills of the workmen renovating other structures around this main square...the shouts of the vendors drawing attention to their carts...

One out of three of the old Spanish and French colonial buildings around this plaza has been renovated, typically with the kind of care and attention to detail we've tried to bring to bear with our Casa Remon. The result is a feeling of renaissance...and a colorful landscape. Buildings painted bright yellows and greens...the upper floors private residences or apartments for rent, the bottom floors restaurants, government offices, and private businesses. A new restaurant, Manzanas, has opened on the ground floor of the sunflower-colored building across the square. We'll try it for dinner tomorrow night. I'll report back.

It's the rainy season, but we've seen rain but one of the four days we've been here. I sat on the second-floor balcony last night enjoying the breezes from the harbor down the street to the left and watching the activity on the square to the right. A glass of wine, a pleasant breeze, and a comfortable perch overlooking a pleasant old city. What more could you want from life?

Dear International Living Reader,

Beyond the sacristy of the Basilica of Santa Croce in Florence, Italy, is an aged dormitory that once housed Franciscan friars. Today this dormitory serves as the Scuola del Cuoio, or School of Leather, where visitors are invited to watch as artisans demonstrate the fine skills of cutting, crafting, and gilding leather with 22 carat gold.

The School was founded after World War II by the friars of the Monastery of Santa Croce and the Gori and Casini families--Florentine leather artists--to give the war's orphans the opportunity to learn a trade. The techniques of ancient leather working were taught so well that since the 1950s clients have been buying the school's finished goods. The U.S. Airforce, the 5th Army, American Embassies in Europe, and the 6th Fleet made the first purchases. Today's visitors and patrons include the royal families of England, Sweden and Greece, former first ladies Nancy Reagan and Barbara Bush, celebrities such as Paul Newman, Steven Spielberg, and Jack Nicklaus, and tourists like me looking for a special gift. All products of the school's workshop, whether ostrich, calf, or crocodile, from handbags and wallets to jewelry cases and desk sets are made by hand.

The Leather School is located at Piazza Santa Croce (through the church) or via San Giuseppe 5/R (through the garden surrounding the 13th-century Basilica of Santa Croce).

The Inevitable Oil & Gas Crisis

It's wake-up time. We face an inevitable energy crisis -- one that will make the 70's-style U.S. oil crisis seem laughable. Because the coming threat is global...not national.

Using the latest subterranean imaging technology, most respected geologists have come to the conclusion that we've already found about 90% of all available oil and gas on Earth. No one can say exactly when we will have used half of all the oil...but if we haven't already done so...the consensus is that we will in this decade.

The Scary Facts in Brief

Americans are 5% of the world population and use 25% of the world's petroleum.

U.S. oil production: 8 million barrels of oil a day

U.S. oil consumption: 19 million barrels of oil a day

U.S. oil imports: 11 million barrels a day undefined mostly from the Middle East.

The world economy runs on oil. Speculating on life in the years ahead, Stephen Leeb, Ph.D., author of The Oil Factor: How Oil Controls the Economy and Your Financial Future, makes this bold assertion: 'Life will revolve around oil - or the lack of it. The government will be forced to spend horrendous amounts on frantic research to find ways to replace oil with wind, coal, solar, ethanol, tidal, geothermal, and... hydrogen.'

This change will impact the U.S. more than anywhere else, because we are the most oil- and gas-dependent economy in the world. Unless we find ways to reduce our dependency, we are in for a rough ride. Recessions. Price spikes. Shortages. And maybe the worst... being held hostage to Middle East oil-producing states.

'After rising for 140 years, world oil production is about to peak,' according to a sobering new study by economists at Canadian Imperial Bank of Commerce. It took us 140 years to use half of the Earth's oil reserves. At current rates of usage, it should be all gone sometime around the middle of THIS century, 2050. You...or certainly your children...may be alive to see how it all turns out. But it's going to be a far different world than we have today.

If you think gas prices are high now...just wait. When we are past the peak of production and demand exceeds supply...a day that is quickly approaching...the world will dramatically change from a 'buyer's market' to a 'seller's market' for petroleum. Oil will rise from $30 to $40 to $50 a barrel...and then who knows? You'll see hoarding by producing countries. Countries that export oil now will become importers. And prices will skyrocket.

The world demand for oil is currently rising at more than 2% a year. Since 1985, energy use is up about 30% in Latin America, 40% in Africa, and 50% in Asia. This level of growth is unsustainable relying solely on petroleum and gas.

We are reaching the end of the road for an oil-based economy.

Some people naively believe that new oil finds will postpone the crisis. For every one new barrel of oil Americans use, we find one new barrel. At best we might delay disaster by a year or two. Oil is harder to find and more costly to extract. The limited supply of oil still in existence is certainly precious but it is not of the high quality crude that we've been pumping. This remaining oil will be more expensive to refine because of its low grade.

A 2,948-year-old Technology Is About To Shake Up World Energy Markets

The answer is not new. In fact, it's ancient.

Remarkably, the energy sector I'm speaking of had its earliest known practical use in one of the most backwards and dangerous spots on Earth. In Afghanistan, you'll find still standing a structure built to harness this power source in 945 B.C. For at least 2,948 years, humans have been putting it to productive use.

You can use it to supercharge your investment portfolio. And the time to invest in it is NOW!

What is the best-kept secret in the energy sector today?

Wind Power!

Maybe you thought wind power was some tree-hugger's fantasy? Or you've never given it a thought? This isn't surprising. The reason you may have either no information or, worse, misinformation about wind power is because this industry is almost completely dominated by European companies...in fact, 91% of the key players are European. (That's nearly as high a market share as Microsoft has for computer operating systems.)

Most Americans know very little about wind power, even though it is the fastest-growing industrial market sector in the world!

Demand for electricity in the United States is growing at a rate of 1.5% per year...and the fastest-growing means of meeting that electricity demand is wind farms. The establishment of these farms is growing at the rate of 10.4% per year according to the U.S. Department of Energy.

But in April 2002, the government announced the Renewables Obligation for England and Wales 2002, setting a goal of 10% 'green power' by 2010. Nov. 23, 2003, the opening of the the North Hoyle Offshore Wind Farm in Wales was celebrated. British Prime Minister Tony Blair said, '[Britain]...has the ability to provide three times its present electricity demand using wind power alone, and yet, as a country, we are currently close to the bottom of the European league when it comes to producing energy from wind and other renewables. This must change.'

And it is changing quickly. Many other countries are joining the UK in mandating the speedy growth of wind energy. Germany is the clear leader today. In 2001, Germans installed the equivalent of over 31 1.65MW wind turbines per week. The UK will have to install a little more than one turbine a day to meet their goal. It can be done. It will be done.

Savvy investors, who get in now while no one else is looking at this market can make fortunes. I am urging you to jump on this opportunity immediately to take advantage of the biggest windfall profit opportunity that exists in the world today.

Mega Power From Mega Wind Towers

Wind farms generate electrical power using high-tech generators to harness the awesome power of the winds to create mega-watts of power...without using a bit of natural gas, a drop of oil, a chunk of coal...or any other non-renewable natural resource.

And thanks to the power of microprocessors the design, reliability, and power-generating capacity of wind power has multiplied exponentially in recent years. MidAmerican Energy Holdings Co., a unit of Buffett's Berkshire Hathaway Inc., plans to build the world's largest wind farm in Iowa. It's a $323 million project that should generate about 310 megawatts with 200 wind turbines when complete.

If this 21st-century Energy Sector is safe enough for a Warren Buffett bet, it meets my criterion, too. Unfortunately, the utility business is highly regulated, and Iowa regulators will allow Buffett only a 12.2% return on his $323 million investment. That's not the kind of return I'm after.

I'm going to suggest an easier and more profitable way to scoop up windfall profits.

And finding these HIGH PROFIT -- LOW RISK deals are what I am known for.

The 'Inevitable' Winds of Change Bring You The Best Profit Opportunity of The Decade

Wind energy generation is not a maybe! It's for real, and it's already happening. It's an unstoppable force in the energy-generating business today...and for the future.

This industry -- the fastest-growing electricity business today -- has grown over 600% between 1997 and 2003 in the European Union. And only a fool would believe that the world's energy needs are going to decrease in the years ahead. In fact, the opposite is true. New energy demands are growing faster than ever. China's super rapid industrial development is just one of the factors fueling great demands. There's the Internet...India...and America's insatiable appetite for more and more energy.

California, Maryland, and 12 other states in the U.S....plus every nation in the EU and a number of other nations around the world -- are mandating by law that renewable energy resources must increase. Between 2003 and 2010 installed worldwide wind energy capacity is expected to grow more than five times. Some individual countries are expected to grow even faster. For the U.K. during this same time period, wind energy capacity is expected to grow 12.5 times. Based on current trends, 85% of the power should come from wind farms. Goals have been set to make this clean, renewable form of energy produce 20% of many nations' electrical power needs by 2020.

This is not the naÃ¯ve hope of a bunch of tree-huggers. This is bottom-line, dollars-and-sense reality.

The U.S. uses more energy than any other county on Earth...any way that you measure it. Currently, the U.S. also produces more wind power megawatts than any other nation, but it's a tiny percentage -- less than 1% of U.S. production today. Many experts predict that it could be 12 times as much by 2020.

You do the math. It's simple. This is an amazing opportunity.

Wind Power Works In The USA

Considering the Bush administration's close ties to the oil industry, you might be surprised to learn that the Department of Energy is extremely optimistic about wind power. The new economic viability of wind energy is one of the most under-reported stories of 2004. But I predict that it will make news soon. A DOE publication on wind energy powerfully asserts a bright future:

'As a renewable, domestic resource, wind energy is poised to become our least expensive form of bulk electricity generation.'

Another DOE report states:

'Wind energy will become a major source of energy for the nation.'

Although it's less than 1% of total electricity, the U.S. produces more wind energy than any other country in the world today. That shouldn't be surprising. The U.S. uses more energy than any other country, too. At the beginning of the 20th century, the U.S. led everyone in wind-power technology.

Charles Brush of Cleveland, Ohio, invented the first wind mill that generated electricity. By the mid-1920's, wind generators were powering the light bulbs, radios, and power-tools of millions of homes in the Midwest. They pumped water from wells and ground grains. Six-million wind mills dotted America.

These wind mills generated only about 12 -- 25 watts of power, but that meant real power to rural America. Nevertheless, by the 1930s and 1940s, rural electrification ended the American wind mill boom. By the 50's, wind mills had all but disappeared from the U.S.

With the creation of OPEC and the energy crisis in 1973 and 1979, there was a renewed interest in wind-generated electricity. Tax credits were offered to research and develop renewable energy sources, but in 1981 Ronald Reagan cut those programs, and interest waned again in the U.S.

It was a different story in Europe, where energy prices were much higher and government support for research continued.

The Europeans developed high-tech wind mills capable of delivering a megawatt or more of power from one wind mill. They began to develop commercial wind farms and to perfect their designs. Something remarkable happened in the process. Wind power became price competitive with coal, natural gas, and nuclear energy.

The Global Rush To Wind Power

Fast forward to today. The situation has become far more urgent.

Let me repeat this...because it is critical that you grasp this pointfully: Governments all over the world are mandating that wind and other renewable energy sources grab a significant part of the energy future. They've made it law.

The EU has picked 21% as its goal for energy from wind power. In the UK, Tony Blair is targeting a goal of 10% by 2010. In the state of Maryland, 7.5% is the target and the deadline is 2010. That's 1,000% growth! Thirteen other states in the U.S. have set targets, and more will surely follow soon.

Leading experts and government mandates predict with a high degree of certainty that by 2020 wind power could provide as much as 12% to 20% of electricity production and more (it will differ country to country). That's 20 times today's capability. More than 50 countries are currently slated to mandate an increase in wind energy production in this decade.

This drives the huge windfall profit potential.

With low prices, no pollution, and government mandates driving the industry, the success of our investment is all but guaranteed.

Why Is There A Perception Gap?

You might be asking, 'If this investment is such a sure thing, why aren't any U.S. analysts covering it? Why aren't other investment advisors talking about it?'

As I've explained -- no U.S. company gives investors a pure play on wind farming. U.S. companies aren't specialized, and they lag far behind their European competitors.

Americans don't realize that this revolution is under way. American gas prices are starting to climb, but we still pay far less than Europeans for all of our energy. That's why the Europeans are much more motivated to find solutions to their already high energy costs. Americans aren't feeling the pain of the inevitable energy crisis...YET!

Will You Profit As America Plays Catch Up With Europe?

Wind farming is already providing 17% of Denmark's electricity needs and 4% of Germany's. But less than 1% of U.S. electricity is generated from this source. That is changing quickly. The wind industry has set a goal of 12% of worldwide electrical production by 2020. And that is quite doable. Some experts believe the onset of the coming energy shortage could drive that number as high as 20%!

I've researched every angle of this sector. I may know more about this market than anyone outside the industry. When I talk to other analysts, their eyes glaze over when I bring up the topic.

As I've explained, there are many ways to get a little piece of the action that BP, GE, and Warren Buffett are scooping up. But I like pure plays. And good value. There are a couple of European manufacturers who are already overpriced because their national markets have figured out the value in the companies.

But I am satisfied the companies I have spent the past year researching stand out.

Enormous Profit Potential For You...

The market for wind energy is supposed to continue to grow at its current rate of 25% per annum until 2007. That is a conservative projection, because it's been growing at 34% a year.

One of the companies I have researched has experienced a profit growth of 70% annually. But let's be conservative, because it's reached a size now where it can't continue at that pace. A 40% profit growth is a reasonable expectation. Because of its technological leadership position and the difficulty of entering this market, this is not overly optimistic.

My analysis projects earnings of 3.48 per share in 2004. And at the current price, the company's P/E is in just about 10. That is almost too good to be true for a company with such strong growth and potential. Using these projections, earnings in 2006 should be undefined6.82 euro; undefined9.54 per share in 2007.

By 2006, it will be remarkable if the wider investment community hasn't picked up on this company, and the other stunning companies I have carried out analysis on. But even without that help pushing up prices, I believe these companies will be higher undefined much higher undefined just one of these can sell for 434% profit compared with the current share price.

I could justify a much higher price easily, but I am not one to promote wild-eyed speculation based only on my sentiments about market psychology. Nevertheless, here goes: If investors pick up on this trend, these stock prices could go to the moon.

Of this, though, I am certain...and I am not alone in this conviction:

Since these companies are based in Europe and priced in euro, the impact of the falling dollar is likely to be a major component in future prospects.

Furthermore, even though they are foreign stocks, they are easy to own shares. In fact, you can do it through any established broker in the United States.

Profit Potential Grows With The Falling Dollar

The way the dollar is going right now, it's riskier and riskier buying U.S. stocks at their current valuations. It's smart to diversify at least a portion of your investments outside the dollar.

You can be certain of one thing: the U.S. dollar is falling...and it will continue to fall. The policies of the Fed and the federal government pretty much guarantee that. This is the best possible time to move some of your assets outside the dollar (unless you already did it two years ago). My strategy is one of the easiest ways to do it. And with relatively little risk.

So let's add the effect of the dollar to these stocks. Two respected market analysts, The Dow Theory editor Richard Russell and Daily Reckoning commentator Bill Bonner, believe that the dollar could fall 50% from its current level. If that happens, the gains for just one of these companies would actually be 868%, because the euro would be worth twice as much.

All of this is good news for you. It's because the world has not caught on that these stocks are still so cheap.

But it won't stay that way for long...and I intend to get a leg up on everyone else. I want you to do the same. Now is the time to get into wind power...before it starts making news.

Dear International Living Reader,

If you're in Guatemala, Nov. 1 is the best time to visit Santiago Sacatepequez. Locals in traditional bright clothing as well as foreigners clad in shorts and tank tops flock to this small village near the ancient capital of Antigua to observe All Saints Day, known here as Day of the Dead. And it's not the streets, halls, or restaurants that they're heading to--it's the graveyard.

Though it might sound morbid, the festival is actually a colorful and lively celebration for which locals build extravagant kites (known in Spanish as barriletes gigantes) and fly them high above the cemeteries as a symbolic link between the living and the dead. At last year's festival I saw men determinedly strapping together long poles to form the base of a brightly-colored kite. The poles must have been three times my height! Constructed simply out of tissue paper and bamboo, the kites are amazingly durable. When I shaded my eyes and looked upwards, I saw one of the biggest--with a diameter of 12 feet--sailing effortlessly in the wind, its circular design of purple, yellow, orange, and red standing out against the blue sky.

The graves themselves are made astonishingly beautiful too. Painted blue, pink, or even green, on Day of the Dead they're decorated with flowers like lilies, chrysanthemums, and flor de muerto (dead man's flower), a strong smelling member of the marigold family. Loose petals are carefully arranged to form soft carpets.

And what would a celebration be without food? Fiambre, the traditional dish of the festival, is made only once a year. Although recipes vary from family to family and generation to generation, fiambre is customarily a mix of cheese, meat, and vegetables cured in vinegar. It's served cold and eaten for lunch, and around noon the lids come off the coolers. Sitting near and often directly on the graves, several different families offered to share their fiambre with us. It looked much like a cold stewed soup of eggs, celery, beets, ham, and even asparagus. I don't think I'll be making fiambre a regular part of my diet, but you can't celebrate Day of the Dead without at least trying a bite.

I studied French for two years in high school and four in college, and I've been to France maybe a couple of dozen times in the intervening years. I never deluded myself into thinking that I spoke French...but I did have the (now I realize) misguided idea that I could get by.

We've been in Paris a month. I feel dumber every day.

In the mail yesterday, we received four letters from Gaz de France. It took me 55 minutes (I timed it) and two dictionaries to decipher three of them. They were straightforward communications (do we want a monthly service policy...would we like to arrange direct debit to pay the bill each month...would we please fill out a customer satisfaction survey...and, well, I never did figure out what the fourth letter was getting at), but they took on intimidating qualities as I waded through not only the French vocabulary, but also the flowery French approach to letter writing, even when the subject of the letter is your gas service. The French don't seem to embrace that writer's axiom that cautions against using three words when two will do.

The gentleman picked up the three flowers I'd dropped and selected two others. Then he seemed to indicate that I should pay him. I reached into my wallet, pulled out a 20 euro note, and offered it to him. "No, no, no," he responded...and continued in more agitated French. I turned and offered the 20 euro note to the woman behind the cash register. No, she wasn't biting either. Was I to pay somewhere else? Did they have no change? I could no longer remember why I wanted the flowers in the first place.

We must get serious about learning this language. We've identified two options.

At l'Alliance Francaise we could take classes weekday evenings and Saturday mornings. The trouble is, with our schedules, the best we could manage would be one or two two-hour sessions each week and some Saturday mornings. Doesn't seem like the most efficient strategy.

Better, I'm thinking, to hole away for a week in a monastery in Holland. A friend here, Jocelyn, mentioned this option yesterday. He knows of a Dutch monastery that offers weeklong immersion programs. They guarantee you'll leave after one week speaking fluently, even if you speak not a word when you arrive. That got my attention.

Dear International Living Reader,

Morning comes with a light shower, which disappears in a burst of sunshine. It's going to be another warm day. Fishing canoes are busy over on the reef, and children play on the beach, shrieking and laughing as they run down a sand dune and splash into the sea.

We "retired" from working in the Middle East at the end of 1998 and, rather than rejoining the normal world and paying taxes again, we became residents of Vanuatu. Since buying a home in the islands is not permitted for expatriates (only long-term leases are considered) we planned to live on a boat. We found a 40-foot catamaran and called it Siddiqi, an Arabic name meaning "my friend" and, more subtly, moonshine.

Vanuatu was formerly known as the New Hebrides and governed jointly by the French and English. Since 1980 it has been a republic and a favored playground for tourists, with comfortable hotels, French restaurants, and beautiful beaches.

With 80 islands to explore, the archipelago provides some of the most interesting sailing in the South Pacific. Plus there are active volcanoes, mysterious caves, idyllic cascades, and tower jumping (the original bungee jumping). The diving and snorkeling are world-class, especially at Million Dollar Point (where the U.S. military bulldozed all their equipment after World War II) and the President Coolidge (the largest accessible wreck in the Southern Hemisphere).

International flights operate daily between Vanuatu and other South Pacific nations, and the inter-island network means that outer islands are only a step away. If you want to explore by sea you can take the Meridian, the small but personal cruiser, which sails to exotic islands far from the main towns of Luganville or Port Vila.

The people of Vanuatu have a reputation for being the friendliest in the Pacific. They are also among the poorest. We trade used clothing for garden produce, encourage local villages in money-making ventures, and assist volunteer medical teams wherever possible. It is easy to form attachments, and each parting is difficult, especially with the children.

What shall we have for lunch? Some of the Mahi Mahi we caught yesterday sounds appetizing. Meantime, I might do some laundry. It means a trip ashore in the dinghy to join the local women, smashing soap into dirty clothing in a stream, but if I'm lucky a crowd will gather, and there'll be singing. Maybe the local women will put on a display of their special water music, thudding and swishing the water into fantastic rhythms I've heard nowhere else.

Kensington Palace in London's Hyde Park includes a museum open to the public, but part remains a private Royal residence--best known as the home of the late Princess Diana.

Needless to say, owning a palace in Central London is a right reserved to the Royals. But, if you're lucky enough to have truly deep pockets, a quiet street just next to Kensington Palace provides an opportunity to buy homes that are as close as it gets to owning your own inner-city palace.

Kensington Palace Gardens is a private road running alongside Hyde Park, literally only a stones-throw away. There are just 21 buildings, most of which once served as embassies. But with cash-strapped countries starting to sell off their expensive embassy buildings, you may just get lucky, like these new residents:

- 18-19 Kensington Palace Gardens was recently sold to Indian-born steel magnate Lakshmi Mittal. The price-tag was a staggering £70m ($125m), making this the world's most expensive private residential home. The 12-bedroom property has enough space for 20 cars, and the building's marble was imported from the same quarry that yielded the raw material for the Taj Mahal.

- 15 Kensington Palace Gardens changed hands for £41m ($73m), purchased by Russian oil baron Leonard Blavatnik.

I don't know of any other properties currently for sale in Kensington Palace Gardens, but when one does become available the bidding is likely to be fierce. London is home to more billionaires than any other city on earth, and there is a distinct shortage of properties for the über-rich.

Last week I enjoyed the privilege of attending a reception at Kensington Palace as Prince Michael of Kent and the British Luxury Council launched a new concierge service aimed at taking care of the lifestyle needs of London's richest residents. After the launch party, I contemplated whether to take a taxi or a bus. The subsequent bus ride back to my comparatively tiny house set me back 60 pence ($1), after I decided to save the taxi fare so that one day, I too can afford a larger house.

Dear International Living Reader,

Onion tarts might not sound typically French, or even typically German, but they're typically Alsatian-that region of northeastern France known for being passed between France and Germany. Spread with onion, cheese, and cream and cooked in an open wood-fire oven, 'tarte flambée' is a product of this cultural mix.

Colmar, in the middle of the Alsace Valley, is a great base for exploring the area and sampling the local cuisine. We found the two best places for tarte flambée in the Little Venise district:

*Le Roesselmann, on Place des Six Montagnes Noires, just at the end of rue Turenne.

*La Krutenau, at 1 rue de la Poissonnière, where we watched a young girl prepare and cook the tarts in a traditional oven.

You can ask for more than onions in your tarte flambée (or flammekueche, depending on whether you're speaking French or German). Chevre (goat cheese), escargots (snails), crevettes (shrimp), and flambé au Nordique (with smoked salmon) are other popular choices. Add a green salad and a local beer such as Binding, Franziskaner Weissbier, or Dorelei and you'll have a very tasty, very local meal.

As we strolled down the quiet, tree-lined, cobblestone streets of Palermo Viejo--the "old city" in Buenos Aires--we were actually heading for dinner at another restaurant when we came across a surprise: a small champagne and jazz café nestled in the middle of a quiet block.

Cavas y Cuevas is a champagne drinker's delight, with more than 100 champagne selections on the menu and prices from $3 to more than $120. Before you turn your nose up at the under-$20 options, remember that a lot of the big boys--including Mumms and Chandon--are now growing in Argentina. That, along with Argentina's tax-friendly attitude toward their wines--and the low current value of the peso--means that most fine sparkling whites are surprisingly affordable…wines of a quality that would easily fetch $65 and up in a U.S. restaurant.

Cavas y Cuevas also has a great selection of still wines, along with a menu of sushi, pasta, steaks, and poultry. Next time you'd like to try something different in Buenos Aires, you can stop by at Calle Guatemala, 5640 Palermo Viejo. Dinner starts at 9 p.m., with music at 11 p.m.

P.S. If you find yourself in Buenos Aires on a Sunday, visit the antiques and flea market in San Telmo. On any day in this neighborhood, you can enjoy a stroll along the quiet streets as you admire the beautiful balconies and fine architecture--and browse the many antique and artisan shops. Sunday, however, brings "pedestrians-only" status to these cobble-stoned streets, and a giant flea market centered on Plaza Dorrego where you can shop for everything from antique corkscrews to reconditioned gramophones and Victrolas. Have the cab drop you at Calle Defensa in San Telmo.
